The default answer to my question would be to say it is canon, as it was created by Irrational, but I find Burial at Sea much more digestible as a non-canon exploration of Rapture, and the character of Elizabeth, from a new perspective. Ignoring the tenuous connections between games and weird inconsistencies, it's a really great piece of DLC.
